Sometimes the dial will get stuck and be real stubborn. You may have to take a vise grip pillars to the dial shaft to break it loose. I had to do that to mine once. Just make sure that your mower deck is raised all the way to the top and also make sure that you are turning the dial to a lower number. It comes up a couple inches but will not top out like it used to. I looked underneath, hoping to find something stuck in the linkage like a rock or stick but there doesn't seem to be anything impeding ... Probably need to raise the rockshaft all the way to take the weight off of the lock. I believe that most of these height knobs/locks will not move when the weight of the mower deck is resting on them. Just make sure its lifted all the way, then try to move your knob.
