City skylines not enough educated workers

Way is it many of my buildings say "not enough educated workers" If you look at the screenshot i think it look fine.. or am i missing something? https ...

Feb 20, 2023 · While in real life educated people move to new cities all the time, in Cities: Skylines new residences will always attract uneducated citizens. Educated citizens have graduated from elementary school. My "well educated" percentage hovers around 6% in a city with 35000 residents while the "highly educated" is over 35%. This results in nearly all commercial buildings being abandoned because they need well educated workers.
