It's a bit tricky and I'm hit or miss with the functionality. What I have noticed is that you have to drag the card directly from the draw pile to the Initiative tracker AND when you drop the card, make sure your mouse cursor is over where the number would be in the initiative tracker. It seems if my cursor isn't right over that number (or pretty dang close to it), the card drops ...I solved my problem by making a new initiative macro, using a GM whisper, used only for tokens on the GM layer.
