Strimtom takes 2134023 toughness features on most of his builds, because he just wants to survive hardcore, in regular servers you arguably don't even need one. In Vanguard, the remaining cores provide a negligible bonus to attack/damage, increased shield bash proc chance and combat style bonuses to attack speed. The 12th core also provides +1 [W] with shields. The bonuses to attack speed don't stack with SWF, so they're useless for your 17/3 build.

Spartankiller is a real flag waving paladin nut so his advice will probably be solid. Also check the vault thread for the no brainer dps paladin build. Iconic but some of the premise will apply. Bear in mind that the Strimtom builds were all done before the change to the vanguard capstone.I'm guessing you're talking about Strimtom's build or something similar. It hasn't been updated in a while and doesn't reflect the latest changes.
