Jake brake not working on high

Hello there . Need some help with my '06 CAT C15 Acert MXS as I really feel I'm ready to set this thing on fire. The problem is that when it's getting cold outside (about 35F or below) the cruise control and Jakes stop working . Will start working again if I stop and idle for 10-15 mins but will only last 5-10 miles and it dies ...I am not a mechanic and don't claim to be one but I had a 379 years ago that did this same thing. All it was was the spring on the clutch pedal. The pedal wouldn't fully release and this caused cruise and jake to not work.

Hi, I have a Peterbilt 387 with a C15 500HP single turbo.. and the jake brake worked but it was very weak.. then it stopped working period. I took off the valve covers, checked the wiring and put a new tune up kit into the brake. When the engine is started and I press down on the solenoid button, only the middle solenoid works.114. The Jake Brake doesn't seem to work when in neutral. Teoretically it shoudn't matter wheter the transmission is in gear or not. It should drop the RPMs anyway, provided that neither the clutch nor the accelerator are pressed.
