This was a mod on Xbox called "Skimpier Outfits" this was removed from Beth.Net and it retextured most of the clothing items in the game so I assume it's a port of an existing mod from Nexus.Fallout 4. Most of the time, playing a holotape out of your inventory in a power armor (at least in my experience it's almost always when I'm in power armor) the screen will go blurry and you can no longer open your pipboy up.
